It looks like there is most likely a hardware issue in the REFCLK path. If you have an oscilloscope, you can probe REF_CLK_OUT on the J7 U.FL connector. You should see a 40 MHz clock there.
I have marked several points on the schematic where the 40 MHz clock can be probed. If 40Mhz is missing this would confirm hardware issues and I would suggest contacting the seller to see what options do you have.
