I looking for the simplest and cheapest method to perform basic transmit function on the Myriad RF card. I need the RF card to transmit a set of frequencies one at a time and read with a spectrum analyzer. I have the Myriad RF card, but need to figure out how to connect and communicate. This is for testing purposes only.

Are you not looking to transmit modulation signal? If so, you need just to program Tx synthesizer to wanted frequency then. This will generate you a single tone.
MyriadRF card is programmed via SPI interfac using GUI ( which is running on WIN OS). Cheapest why to communicate with RF card is via Arduino board. Here is a link: http://myriadrf.org/comms-arduino-projects/
