Do you get the same message with 15.1 patch level 2 that was used with the limesdr-usb or possibly Prime Version 17.1.0 Build 590 10/25/2017 SJ Lite Edition that is mentioned in some of the FPGA gateware files for the mini.
It may not be the cause, but best to clone Lime Microsystems development environment as much as possible.
EDIT: Oh and did you download and install the Altera qdz files for the MAX 10 (10M16SAU169C8G is in the mini).
