Unfortunately it appears that some of the LimeSDR XTRX boards were assembled without R114 resistor fitted, which connects the PCIe PERST# signal. PERST is responsible for indicating when the host power and clocks have stabilized, and resetting the device. Soldering a 0 Ohm resistor (0201 package) or just shorting that resistor which is shown in the attached image, proved to fix the enumeration instability issue.
