I got a LimeSDR and when I try to write to it, it says TransferPacket: Write failed (ret=-9)
how do I fix it
Just to check, which model LimeSDR?

-9 means “LIBUSB_ERROR_PIPE”, happens if the control request was not supported. Probably your board’s USB FX3 controller needs firmware update, or it just does not boot firmware from memory. Check if there is a jumper on two pins called “FX3 Boot” near the USB connector on the board. If the jumper is there, then try to update the firmware.
I can connect to it now that I jumped the FX3 BOOT pins but it give the same static no mater what frequency.
